Brown the ground beef in a large pot on the stove top over medium heat. Break it up with a spoon as it cooks until it's nicely browned and fully cooked.
Toss in the diced onions, green bell peppers, and chopped celery. Let them cook until the veggies start to soften.
Proceed by adding in the diced tomatoes, stewed tomatoes, tomato sauce, water, chili powder, salt and black pepper. Follow it up with the kidney beans and pinto beans. If you want to add cayenne pepper for an extra kick, add it now. Mix everything together.
Bring your chili to a gentle boil, then turn down the heat and let simmer for 1 hour. The longer it simmers, the more flavorful it becomes.
Ladle that goodness into bowls, and if you're feeling fancy, top it off with a dollop of sour cream, shredded cheddar cheese, or a sprinkle of green onions.
